In Japan in 2013, people and robots are controlled by a central artificial intelligence. Robots with deviation values below 45 are scrapped as deemed harmful, while individuals with those below 40 are forced to immigrate to other countries. Astro Boy is no exception; he takes the test and fails to achieve satisfactory scores.
